I got hit with these too. I thought it was a collection agent with a screwed up automatic system, then given the way I get calls from India identified as from Cincinnati, OH all the time, that it might have been a fouled up foreign call center hook-up. Lastly, I was thinking it was an automated phone campaign system trying to get people to get behind the Health Finance Takeover. Whatever it is, it’s completely useless as anything other than an annoyance.
